1 Samuel 16:1

Samuel was so important to the history and foundation of Israel as a nation. He took over when Eli died. (As he had been learning under him for years.)

God never wanted Israel to have a king. The people asked for it. Back in 1 Samuel 10:17-26 Saul was selected as king. Not voted in, nor hand picked by God. Saul was good for sone time, then he stopped obeying God & starting doing his own thing. (He also started setting up a moment for himself.)

God had had enough and in our verses He sent Samuel to Jesse’s house in Bethlehem. This time GOD would pick the King. He knows the heart of people, so He knew that David was more likely to obey Hus commands.

Even though God chose David when he did, I think it was 15 years later before David ever stepped foot in the palace as rightful king. Saul chased him for years. He just didn't want to give up the throne. But, this verse was a new beginning because God was starting over even if He had unhappy people.
